Yes. There are no subscriptions involved with Chess Pairings. Once you purchase it, you can use it for as many tournaments as you like. In fact, after purchase, all the updates are free! You can also install Chess Pairings up to six devices in Family Sharing.
No. At least for version 1.0 you can't run team events.
If you have a feature suggestion or found a bug (which should be unlikely to happen) please go to this link and write them down in the form on that page. Note that your feature must be relevant to the app somehow. If it is, Michael will be willing to implement it for free (which will make the feature available in the next available version).

For now, you can only export USCF rating report files, and FIDE TRF16 files. If you live in another federation and are looking for another rating report type, please submit a feature request!
